Laptop Heat

which is better? A laptop fan cooler or Thermapak heat shift ?

I just don't know which one to buy, so i asking your help. Which is better? A 3000rpm laptop cooler fan pad or a Thermapak heatshift mat? My laptop is very hot, i'm talking about 70-76c . just need your help. Thankyou to all that contributed.
