Does USB Cooler Cooling Flexible Fan for PC Desktop Laptop cool laptop down or is it like a regular fan?

Does USB Cooler Cooling Flexible Fan for PC Desktop Laptop cool laptop down or is it like a regular fan? I see them like only $2 on ebay.com but I am not sure if it is suppose to cool a person down or cool a laptop down.

1. its a regular fan.
2. The purpose of usb fans are to encourage airflow... my usb fan sits under my laptop and acts like a vaccum of the air to suck air under the laptop and makes it just over room temperature. Otherwise, my computer reaches about 100 degrees
3. There should be a picture. The flexible fans are for cooling people. Foam rubber fan blades stop if they hit anything (like a finger). It's more "cute" than effective.
